The polished and blued finish is done by polishing the barrel with 180, 240, 320, and 400 grit sanding belts, finishing with a Scotch BriteTM polishing pad, and then bluing. Don't forget to pay attention to the chamber. I agree that you should start with good barrel, but the chamber is equally as important. I bought a 10/22 Shilen barrel a couple of years ago and the chamber was long. You could drop a round in the chamber and the bullet wouldn't engrave the rifleing lands. My select match cleans up without a trace of copper while the other tends to have a small amout of copper in it.
